The main objective of the project is to promote low-emission, carbon resilient development. The project will engage stakeholders from various government agencies, private sectors –Industries , local governance and Civil Society organizations. The project will focus on the capacity building and address climate change issues with focus on mitigation and low emissions development.

The LECB programme will be closely aligned with national development plans for enabling a sustainable green growth economy and also support Bhutan’s commitment to remain carbon neutral. The LECB project will support Bhutan’s socio-economic and human development challenges through enhancing national capacity to address the challenges posed by climate change.

Project Outline

Bhutan’s LECB project will focus on:

  • Providing training for awareness and understanding of climate change and the importance of GHG inventory systems for Low Emission Development Strategies and action planning in all the sectors of GHG emission sources and sinks
  • Enhancing GHG Inventory System through support to the Environment Information Management System (EIMS) at the NEC and the National Forest Inventory (NFI) in the Department of Forest and Park Services (DoFPS)
  • Preparation of NAMAs for the transport, housing (residential & institutional) and municipal solid waste management sectors, 4) design low emission development strategies (LEDS) in the context of national priorities for industrial and transport sectors, and
  • Design systems for MRV of identified NAMAs and LEDS.
