The project aims at contributing towards the success of the parliamentary democratic system in Bhutan by strengthening the capacity of the Parliament and ensure electoral systems are in place. The Parliament of Bhutan received continued technical and financial support from UNDP since 2009 for both institutional and human resource development.

During the last 4 years, all 72 MPs and Secretariat staff members were trained through exposure visits, short term trainings and attendance in relevant meetings outside the country with established parliaments and trainings institutes.

Technical support was provided to draft and finalize the Rules of Procedures for the Houses and Committee Rules. All 22 Committee Secretaries and other professional staff members received training on research and analysis to support the MPs in their considerations of the issues before the Parliament. 

In 2012, UN Women provided capacity building programmes toward gender sensitive Parliaments in the amount of USD 290,000. UNDP support in 2013 was kept to minimum pending a demand-driven needs assessment.


Project outline

In 2013, the project will only provide support to the Parliament for the following activities:

1.    Orientation programme for the newly elected MPs
2.    Observation of International Democracy Day

This will ensure the institutional capacity and people's participation strengthened to ensure good governance.
