Monitoring UP functions stressed

Participants at a day-long workshop stressed the need for more active participation of the people in monitoring the Union Parishad (UP) functions to make local government institutions (LGI) more democratic, transparent and accountable.

They also emphasised the need for making the UP monitoring formats easier and simpler, validating the authenticity of reports provided by UPs through physical visits, hanging the relevant reports on the notice boards at Upazila or Union Parishads and provide on job training to UP secretaries.

They made the recommendations at a district level M&E workshop titled “Effective Project Monitoring System: Ought to do” held at Deputy Commissioner’s Office, Rangpur on 25 September.
The Union Parishad Governance Project (UPGP) organized the workshop aimed at streamlining the UP level monitoring system.   

The participants also recommended more involvement of the Upazila Nirbahi Officer (UNO) in Block Grants Coordination Committee (BGCC) meeting.

Speaking at the occasion as the chief guest, Mr. Swapan Kumer Sarker, Director General, Monitoring, Inspection and Evaluation (MIE) Wing, LGD, said, “The monitoring system of UPGP is not only for the project rather it will guide the LGD to establish monitoring system of UPs”. He also requested all concerned to come up with suggestions and recommendations to enrich the current monitoring system.

Lauding the UPGP’s initiative of developing some UP Monitoring tools, Mr. Farid Ahmed, Deputy Commissioner, Rangpur, said, “UPGP is supporting the UPs in Rangpur in maintaining the office documents properly which, in return, will help the parishads to increase its transparency and accountability.”

Dr. Sarwar Bari, Project Manager, UPGP said, “We, from the project, have already developed some monitoring tools to enhance the capacity of UPs but still need to modify those with your suggestions and feedback.”

Mr. Md. Ershadul Haque, Deputy Director, Local Government (DDLG), Rangpur and Mr. T M Selim, M&E Officer, UPGP made two presentations on “Local Government: Current Monitoring System” and “Effective Monitoring System: UPGP Initiatives” respectively.

Mr. Mahbubur Rahman, District Facilitator, Rangpur, UPGP moderated the workshop.
