Capacity Building Programme for the Ministry of Foreign Affairs

Background

Over the past years Azerbaijan has made major breakthroughs in developing its foreign relations and has become an internationally recognized state with strategic and economic importance in world affairs. As higher middle-income country, Azerbaijan is making contribution to the international development cooperation and positions itself as an emerging donor. In order to effectively implement the far-reaching foreign policy goals and fulfill obligations arising from membership in international and regional organizations as well as bilateral agreements, Azerbaijan needs to extend its representation abroad and increase the efficacy and rapid response of its embassies and diplomatic missions. Since 2005, UNDP has been assisting the Ministry of Foreign Affairs (MFA) in setting up a reliable, secure and cost-efficient communication system between MFA headquarters in Baku and diplomatic missions abroad.

Project Goals

Project aims to increase the efficiency and transparency of MFA operations through the application of ICT tools and support to the roll-out of new communication systems to Azerbaijan’s embassies. With project assistance, the MFA expects to build internal training capacities, to strengthen its human resource management, to upgrade its information systems, and to improve communication internally, with other government bodies, and with civil society and the general public.

Project Achievements



  • Project assisted the establishment of a Training Centre of the MFA, where more than 100 lectures and trainings have already been conducted for Azerbaijani diplomats.
  • Twelve junior diplomats participated at the internship programme by the Permanent Mission of the Republic of Azerbaijan to the United Nations in New York, and five diplomats received Master’s Degree in the world’s renowned educational institution “College of Europe” in the fields of international relations and diplomacy studies. Also one senior diplomat participated at Senior Executives in National and International Security Program at Harvard University, USA.
  • Modern Public Relations Hall was established, a Research and Situational Centre of the Ministry was built and first stage of the communication system with the diplomatic missions abroad was completed.
  • Intranet and Internet services were made available for all MFA employees, including the “e-Document” and “e-Finance” electronic management systems.
  • New strategy on conducting recruitment interviews was prepared for the Ministry’s Human Resources Department.
