Climate Change Interventions in the Asia Pacific RegionUse of SURF networks for knowledge transfer and validation of adaptation and climate change strategies: The climate change programme at BDP made extensive use of the SURF Asia and RBAP email networks to provide updated information and obtain constructive feedback reflecting the needs of the region on climate change issues. Documents such as Poverty and Climate Change: Reducing the Vulnerability of the Poor through Adaptation and the UNDP CDM Manual were circulated to RBAP environment and energy focal points through various SURF networks, thus enriching the knowledge base of the country offices in the region on climate change topics, creating a forum for obtaining substantive feedback on such documents, and in general ensuring that the demands and interest of the region on adaptation and mitigation are adequately reflected. UNDP-IUCN Asia Meeting on Biodiversity and Climate Change - (Joint collaboration between BDP, COs in the Asia region, IUCN, and Government of India) - Dehradun, India: 6 - 11 April 2003 - This workshop involved over 40 participants including national focal points for biodiversity and climate change from the region as well as SURF RBAP staff. The objective of the meeting was to provide a discussion forum on mainstreaming biodiversity and climate change into national sustainable development plans and the MDGs. The meeting also facilitated discussions on identifying and optimizing synergies between the three main environmental conventions, UNFCCC, CBD, and CCD. Asia Meeting on Efficient CDM Operations - (Joint
collaboration between RBAP, 10 country offices in the region1, Government
of Malaysia, and BDP with financial support from World Bank and Government
of Canada): Kuala Lumpur: 1-3 April 2003- This meeting resulted in part
from the above-mentioned one-day Climate Change workshop for RBAP during
which the Country Office staff from RBAP region identified the need
for further regional and national level capacity development for efficient
CDM operations in the area. National government officials from 10 countries
in the region as well as SURF RBAP staff attended the meeting. The primary
objective of the meeting was to provide a discussion forum to facilitate
a multi-stakeholder dialogue on host country demands and options to
strengthen capacity and create an enabling environment for making CDM
efficiently operational in the region. 1-day Regional Climate Change workshop on Adaptation and Mitigation

- Kuala Lumpur: 13 November 2002 - This workshop was part of the UNDP
Energy and Environment Practice Area Workshop for Country Office (CO)
Programme Officers in the Asia Pacific region. The workshop aimed to
strengthen awareness of climate change as a cross-cutting issue of sustainable
development, provide updated information on climate change negotiations
and mechanisms, and to engage Energy and Environment focal points in
brainstorming appropriate adaptation and mitigation strategies that
would meet the demand and interest of the region Support Services Provided to Country Offices in the RegionSubstantive Support on Energy TTF projects on CDM - ongoing - Bangladesh, China, and India are implementing Energy TTF projects on CDM with a focus on developing adequate capacity and strengthening national enabling frameworks through learning by doing pilot activities, to effectively engage public and private stakeholders in the CDM. The Energy Group at BDP offers substantive policy support and guidance, as needed, to these countries in shaping the direction of these programs. CDM Lessons Learned Studies - initial stages in Bangladesh, China, India, Malaysia, and the Philippines - The climate change programme at BDP is currently engaged in the documentation of experiences and lessons learned from past and ongoing CDM-related activities through UNDP interventions in select countries. Lessons from the above-mentioned 4 countries in the region will constitute chapters of this overall document. BDP is collaborating with programme officers in each of these COs in finalizing the terms of the reference and selecting national consultants to carry out the national analysis. These national studies will provide comprehensive documentation on CDM-related activities to date, insight into the relationships between national governments, private sector, and civil society particularly on issues of capacity development, governance, transaction costs, and financing of CDM, as well as future steps for efficient CDM operations in the country. This document will hopefully enable the COs to obtain a clear picture of the needs and opportunities for CDM and allow them to effectively mobilize resources and establish public-private partnerships on CDM capacity development. UNDP Indonesia CDM Workshop - Jakarta: 16 September 2003 - Per the request of the UNDP Indonesia Office, BDP assisted UNDP Indonesia in organizing a CDM workshop (16 September 2003) and facilitating multi-stakeholder national-level discussions on proceeding with CDM activities. This workshop was organized in collaboration with the Government of Indonesia and NEDO (Japan). |
