National Capacity Self-Assesment (NCSA) Support Programme More than 150 developing countries have engaged in the NCSA process, under which an assessment is made of the national capacity to engage in three UN multilateral environmental agreements (the Framework Convention for Climate Change, the Convention for Biodiversity and the Convention to Combat Land Degradation). The Support Programme acts as a learning and knowledge management mechanism to assist countries during NCSA implementation as they devise solutions to rectify capacity gaps.
