Pilot projects to integrate climate change risks to achieve the MDGs (Spain)

UNDP, in partnership with UNEP, is supporting the integration of climate change risk and adaptation opportunities into UNDP/UN country programming and national development planning. The goal of the project is to develop national capacity to address climate change through long-range planning and the development of adaptation strategies.

The 5 countries to take part in this project are: Cape Verde, Malawi, Colombia, El Salvador, and Nicaragua. The Government of Spain is providing $1.2 million in funding for this start-up project, which is part of a larger initiative to climate-proof development assistance frameworks in over 100 UNDP programme countries.

This project will produce the following:

  • Enhanced knowledge base of UNDP COs and/or UNCTs for climate-proofing their core activities.

  • Strengthened knowledge base to support the integration of climate change risks into national development policies.

To accomplish this, pertinent documentation, such as country programming documents and procedures, and national development and investment plans, will be screened for climate risks and opportunities. Response options for adaptation will then be developed. UNDP COs/UNCTs and national government will learn how to identify and manage climate change risks and opportunities through capacity development activities. The lessons learned will be synthesized and disseminated through regional and global networks, including UNDP’s Adaptation Learning Mechanism (ALM), la Red Iberoamericana de Oficinas de Cambio Climático (RIOCC), and UNEP Regional Offices.

The coordination with regional and global stakeholders (e.g. UNEP, UNDP’s Bureau of Crisis Prevention and Recovery (BCPR), RIOCC, and other climate change networks) is crucial to this project given its broad reach. Decisions taken as part of the integration process will involve foregoing certain actions and prioritizing others. Broad-scale stakeholder consultation, through information exchanges, will play a crucial role in ensuring that considerations of benefit and cost are captured.

This activity will complement other adaptation projects, such as the GEF Funds, the MDG Achievement Fund (MDG-F), and the UNDP/UNEP Climate Change and Development – Adapting by Reducing Vulnerability (CC-DARE) project.
