Support to the Decision Making Process to Advance MDGs for Sustainable Kazakhstan
Objectives The Preparatory Assistance project aims at promoting and facilitating the process of formulation of a coherent vision for Kazakhstan that includes the MDGs, the National Program for Sustainable Development and other strategic documents. The vision as a harmonizing umbrella will address a number of long-term issues of Kazakhstan's socio-economic and environmental management development and will pioneer a set of modern practices and approaches to their solution. The visioning process should be conceived in such a way as to ensure mobilization and establishment of strategic and dynamic partnerships that align support behind the common objective. Activities Within the first component the project will facilitate a national visioning process. In this respect it will facilitate and provide infrastructure in support to the visioning process, establish a mechanism to mobilize and coordinate the efforts of all relevant institutions in providing adequate information to the public, the Action Plan for the implementation of the visioning process with clearly defined roles, responsibilities, outputs and deadlines will be prepared. In the same time the support to institutionalization of National Commission for Sustainable Development and further strengthening its capacity to effectively coordinate, facilitate and steer the implementation of Governmental Program for Sustainable Development and the achievement of the MDGs will be provided as well as support to public awareness and advocacy campaigns and adequate consultations to ensure consensus building and buy-in of a wide range of partners for a common purpose. Within the second component a full fledge project will be prepared for capacity development on all levels for the implementation of the vision and reaching the MDGs within the framework of Agenda 21, and for monitoring the progress made and the commitments taken by the government. The full fledge project will facilitate the process of localizing the MDGs through support to Local Agenda 21 movement in Kazakhstan. In selected municipalities partnerships arrangements will be established among government officials, students and academia, local business, women and minority groups, CBOs and NGOs, for the elaboration of Local Agenda 21 that will be anchored in the localized MDGs. |
