Developing the Capacity of the Ministry of Economy in Georgia

 

Objectives



UNDP and Capacity 2015 program will support the Ministry of Economy in Georgia in fulfilling the objectives of its public administration reform and developing the needed administrative capacity to formulate and implement public policies in efficient and effective manner and to align strategic framework with a harmonized and coherent national vision that is anchored in the MDGs, Economic Development and Poverty Reduction Program and EU aspiration priorities.

The Preparatory assistance project will directly suppor the Ministry of Economy to (a) become more streamlined, responsive, transparent and effective institution; (b) assert its role as an influential and key player in Georgia’s contemporary developments; (c) assume the responsibility for the integration of EDPRP into the mainstream of government planning and budgeting, and for developing a harmonized and coherent national vision.

The Ministry of Economy will benefit from the experiences gained by other countries from the region, and in particular EU accession states, in rebuilding state structures and developing civil servants capacities for the successful implementation of public administration and civil service reform. Through East-East cooperation and knowledge exchange good practices and lessons learnt will be shared and exchanged.  

Activities



Activities within the Preparatory assistance project will aim to:

·        Undertake a comprehensive functional review and analysis as a way of bringing administration closer to citizens.

·        Diagnostic and analysis of available skills and competencies and capacity development needs assessment.

·        Prepare specific recommendation on the reforms to be undertaken at the Ministry of Economy

·        Lay the foundations for the implementation of functional restructuring and capacity development in the Ministry with the ultimate objective to enable it to assume the new strategic functions and responsibilities.
