Regional Partnerships Facility for the Achievement of the MDGs




Objectives



The overall objective of the Partnership Facility (PF) is to promote responsive local citizenship in the development planning and implementation process at the local level. To achieve this, the PF will localize MDG #8 (global partnership for development) initially in three Regions where the Local Governance Programme is operating. After the first phase, if the PF proves successful, it will be expanded to the remaining nine regions in Albania.

The PF will consist of a broad group of stakeholders (government officials, students, business representatives, women and minority groups, community based organizations, and other citizens) that will mobilize skills, personnel, and financial resources in the identification, formulation and implementation of projects in support of achieving the MDGs. Implementing this project in the three LGP Regions will allow for a thorough testing of the concept.

Activities



In the first region, the MDG Regional Development Strategy (MDGRDS) and Local Agenda 21 have been completed and, thus, the PF will be utilized to implement programs and monitor the progress of achieving the MDGs. In the second region, the PF will assist in the finalization of the MDGRDS, targets and indicators, as well as in the implementation of programs. In the third region, the PF will assist in the prioritization of goals, setting of targets, identification of personal and financial resources (or needs) for achieving the MDGs at the local level, and the implementation and monitoring of projects.
