Step 3: Respond

Once an assessment has been carried out, UNDP supports countries in preparing what is called a 'Capacity Development Response', indicating how a country might respond to issues raised in the assessment, based on national priorities and needs. Here, UNDP sets out a compendium of suggested actions that address one or more of the four capacity development core issues: 1) institutional arrangements, 2) leadership, 3) knowledge and 4) accountability. These four core issues have been identified as capacity development priorities by ongoing research and analysis of capacity development theory, methods and applications, and as they are complementary and mutually reinforcing, a response would most likely combine actions from more than one.
