Step 4: ImplementWhen a country has decided which actions most suit their needs, UNDP supports them as they implement the Capacity Development Response. To ensure sustainability, the implementation is ideally managed through national systems and processes, meaning that the ultimate responsibility lies with the national stakeholders. Otherwise, local capacity, ownership and opportunities for learning are easily undermined. For UNDP, ensuring a proper exit strategy is also key. This could include strengthening the base of local experts or involving national, regional or local educational and training institutes in implementing the response.
