Step 5: EvaluateA capacity development evaluation asks whether a capacity development intervention helped to improve systems that contribute to greater development effectiveness. Effective, independent evaluation is based on the principle of mutual accountability, with the key stakeholders involved in the entire process, from defining indicators through to achieving results. It looks at the success of specific interventions as well as underlying changes to the systems responsible for development agenda. The framework reflects a ‘negotiated’ agreement on base state of performance, stability or sustainability and targets, determined at the beginning of the capacity development cycle. UNDP provides measurement methodologies and systems to monitor changes due to capacity development at national and local levels. It provides a framework to formulate outcomes and identify suitable indicators for capacity development responses, and offers training and support to local counterparts on monitoring standards and mechanisms. |
