Step 2: Assess

Supporting the process of capacity development requires identifying what key capacities already exist and what additional capacities may be needed to reach development objectives. A capacity assessment offers a systematic way of gathering data and information on capacity assets and needs and generates a comprehensive perspective of desired capacities against existing capacities. Assessment results serve as input into the formulation of capacity development responses; they also set a baseline for continuous monitoring and evaluation of progress.

UNDP has developed a methodology for conducting capacity assessments that is systematic and rigorous, yet flexible and adaptable. It is based on a review of capacity assessment and diagnostic tools and case studies as well as numerous applications in countries around the world. It has benefited from consultations with colleagues in the field and partner agencies. The UNDP Capacity Assessment Methodology is not a blueprint and can be used in a variety of contexts to suit different purposes. It consists of: 1) The UNDP Capacity Assessment Framework; 2) a process for conducting a capacity assessment; and 3) supporting tools.
