PURPOSE

The Capacity for Disaster Reduction Initiative (CADRI) was conceived in 2007 as a resource within the UN/International Strategy for Disaster Reduction (UN/ISDR) to increase capacity development for disaster risk reduction (DRR) at the global, regional and local levels.

In support of the Hyogo Framework for Action (HFA), the outcome document from the World Conference on Disaster Reduction, 2005, Kobe, Japan, CADRI promotes the exchange of ideas and experiences on capacity development for disaster risk reduction. It is designed to advance knowledge and skills to make capacity development a cross-cutting activity for disaster risk reduction.

CADRI builds on the UN Disaster Management Training Programme, 1990-2006, which trained UN, government and civil society professionals and organizations.

CADRI is a joint programme of the United Nations Development, the ISDR Secretariat, and the United Nations’ Office for the Coordination of Humanitarian Affairs. These three organizations reflect the broader dimensions of disaster risk reduction including advocacy, policy development, governance issues, preparedness and recovery.

PRIORITIES

CADRI’s work is organized around three main areas:

  • Support to countries to make disaster risk reduction a national and local priority.
  • Support to learning and training organizations and practitioners.
  • Support to higher education, academia and professional education.

CADRI’s flagship products include:
- Tools, guidance and materials: to assist countries to implement the HFA, develop their own training and learning initiatives and to integrate capacity development objectives into DRR planning and programming.
- Facilitation services: to enhance the capacity of national mechanisms for disaster reduction, including national platforms, national disaster management agencies, and to strengthen the ability of the United Nations Country Teams to perform their coordination roles.
- Advisory services: to support countries, training and learning organizations and practitioners, and higher education networks to address their priorities in disaster risk reduction.
- Information and networking: to provide greater access to resources, programmes, existing networks and communities of practice.

STRUCTURE

CADRI’s Secretariat, headed by a Team Leader and representatives from the three coordinating organizations, is based in Geneva, Switzerland. CADRI is located within and administered by the ISDR Secretariat.
