The United
Nations Development Programme for Iraq reconstruction is three-fold:
it builds on the expertise the organisation has acquired in
key sectors, it nurtures emergency achievements and it expands
intervention to longer-term areas of support. As such, UNDP
has identified three main pillars – democratic
governance, economy
and employment and infrastructure
rehabilitation and the environment. The aim is to promote
interlocking interventions across these three pillars and focus
on cross-cutting themes and integrating programmes such as civil
society participation, capacity building, gender, human rights
