Background Information
The AGF preparatory process involves the holding of national consultations culminating in the preparation of country reports summing up national experiences in the chosen theme for the specific Forum session. Accordingly, in order to facilitate the preparations for AGF7 to be convened under the theme of “Building the Capable State in Africa,” an Issue /Concept paper and seven thematic technical papers were elaborated for use as background and technical input into the national consultations and preparation of the national reports that will inform the deliberations at the Forum. The seven technical papers are on the following themes:
- Redefining the role of the state and development challenges in Africa
- Developing institutional and human capacity for public sector performance
- State legitimacy and leadership
- Strengthening state performance through decentralized governance
- The role of non-state actors
- Globalization and state capacity
- Role of Women in Building the Capable State in Africa: Challenges and Opportunities
The issues paper discusses the theoretical framework for the capable state while the technical papers address in detail specific aspects of the challenge of building the capable state in Africa.
